What happened to the U.S. Bank feature for the HuskyCard?

U.S. Bank Feature Discontinued:

Dear Michigan Technological University Staff, Students, and Faculty:

Due to the impact of new regulations by the Department of Education, Michigan Technological University and U.S. Bank have decided to discontinue the U.S. Bank Prepaid Debit MasterCard® feature for HuskyCards after June 30, 2016. If you have not activated this feature on your HuskyCard, you do not need to do anything. You may continue to use your HuskyCard as your University ID card.
 
For those who have activated the U.S. Bank Prepaid Debit MasterCard feature please note the following important information:
If you have previously activated the U.S. Bank Prepaid Debit MasterCard feature, please note the following key dates for the closure of the program.
 
December 18, 2015:
Last day to activate U.S. Bank prepaid account feature
 
February 21, 2016:
As of 2/21/16, if you lose your HuskyCard AND have an activated U.S. Bank prepaid account, you need to contact both U.S. Bank and the IT Service Center to report the lost or stolen card.
• Prepaid Replacement: Call U.S. Bank Customer Service at 1-855-613-9098 to request a replacement prepaid card or a check for the remaining balance. Replacement prepaid cards issued as of 02/21/2016 will be a U.S. Bank-branded prepaid card. Both options will have no fees for standard processing.
• ID Card Replacement: You need to request a replacement University ID card ($15 fee) for University purposes at the IT Service Center located on the first floor of The Van Pelt and Opie Library near the main entrance.
*U.S. Bank-branded prepaid cards have the same terms and conditions as the feature of the ID card and will also be closed after June 30, 2016.
 
April 30, 2016:
Last day card is able to receive any type of deposit or transfer, including any eligible school refunds. All future loads will be blocked.
 
June 30, 2016:
Last day to use the prepaid card for purchases or to withdraw funds from your card. You may continue to use your HuskyCard as your University ID card after this date.
 
If there are funds remaining on your prepaid account after June 30, 2016, you may contact U.S. Bank Customer Service at 1-855-613-9098 to receive remaining funds by check.
 
If you have any questions regarding your HuskyCard please call 906-487-1111, or send an email to it-help@mtu.edu, or stop by the Library and IT Service Center located on the first floor of The Van Pelt and Opie Library near the main entrance.
 
If there are funds remaining on your prepaid account after June 30, 2016, you may contact U.S. Bank Customer Service to receive remaining funds by check.
